CEC-OS Ifremer V02 dataset available up to august 2017

The temporal coverage of the CEC-OS Ifremer V02 dataset has been extended up to august 2017.

As a side note, there was a bug in the previous release : for 2015 and 2016, the data in the monthly files were identical. This bug has now been corrected.
